The department of Facilities Management at West Virginia University is currently accepting applications for an Assistant Director Physical Plant III. About the Opportunity: Under general direction of the Director, is responsible for planning, organizing, communicating, motivating, counseling and managing the effective operations and performance of Campus Service personnel, Maintenance workers, and student workers. Ensures that all residence halls, athletic facilities, academic buildings and recreational facilities are maintained in a safe, aesthetically pleasing, and comfortable environment conducive to working, living and learning. What You'll Do: Administrative responsibilities:
Provide direction, leadership and coordination to the operational management supervisors supporting the Department of Facilities Management. Ensure staff provides full support to faculty, staff, students, conferees and any patron that utilizes a WVU facility. Responsibilities include developing and operating guidelines, identifying training needs, maintenance of safety records, payroll, personnel, building inspections, automated timekeeping records, grievance records and/or other legal documentation that may be required. Act as the facilitator for departmental procedures, University procedures and University policies. Initiates new policies, processes, and procedures as necessary to improve ongoing operations. Ensure all procedures are current, applicable and revised as necessary to reflect changes in staffing work load. Initiates, manages and administers multiple personal and operational budgets exceeding $5,000,000.00. Ensures operations are in compliance with all Federal, State, and Local regulations in the handling, storage and application of chemicals, materials and equipment used by the custodial and maintenance workers. Initiates building inspection schedule of all WVU facilities and leased facilities to ensure operations are safe, well maintained and conducive to the learning and working experience at WVU. Meets with faculty, staff, building administrators, the general public, regulatory agencies and students to address concerns and facilities issues. Directs managerial staff to maintain adequate materials and supply levels through the central warehouse and through private vendors through the use of the P-card and purchase orders. Continuously evaluates supplies while considering cost, safety and effectiveness of products. Shall directly coordinate and schedule residence hall openings, closings, classroom usage, and recreational facilities by working with conference services and institutional advancement. Performs an integral role in special events such as football games, basketball games, concerts, Fall Fest, Spring Fest, Mountaineer Week, New Student Orientation, Fan Fest, etc... Directs management staff to continually monitor and make necessary adjustments to meeting rooms, classrooms, large open spaces and public areas to accommodate a wide variety of customer requirements. Ensures all facilities are kept secure and are routinely monitored by staff. Directly works with deans, directors, chairpersons, etc.... to select and maintain building furnishings and physical assets. Coordinates maintenance work with maintenance administrators.
Pay Grade 20 Employee Relations
Directs the interviewing, hiring and training of candidates for facility management positions. Works in conjunction with the department of Human Resources to counsel, discipline and terminate employees. Must have an effective working relationship with all departmental employees and encourage a harmonious and positive working environment. Shall direct managerial staff to arrange work and schedules to meet the requirements for special set-ups or arrangements in buildings assigned, through direct contact with deans, directors, building supervisors or sponsoring organizations to ensure all required needs are met. Coordinates the use of outside contractors. When outside contractors are utilized, will prepare scope of work, obtain bids, and coordinates procurement process with Deans, Directors or Associate Directors and or Expert Business Operations to comply with university guidelines. Reviews blueprints and specifications of new construction and renovations to ensure operational requirements are addressed. Keeps abreast of new technology in custodial cleaning supplies, equipment and materials. Works with Environmental Health & Safety and the Department of Public Safety to address various safety related concerns. Submits a deferred maintenance list for buildings under their responsibility.
General Duties
Initiates regular performance appraisals to each employee with a plan for improvement or development. Develops and identifies training needs for staff. Revises, develops, and reviews staff job descriptions. Analyzes job assignments, work areas, equipment, and processes to continually ensure that all areas are assigned according to APPA standards. Monitor applicable safety procedures/directions/guides and schedules training in regards to staff, equipment, operation, and materials. Also works with Environmental Health & Safety to coordinate all training requirements and required certifications. Oversees university paint and minor repair unit with a budget of approximately $1,000,000.00. This unit is responsible for all interior and exterior painting on campus also includes but not limited to flooring replacement and wall/floor repair.
Qualifications
- Bachelors degree or an equivalent combination of education and experience
A minimum of three (3) years in the following:
Any equivalent combination of related education and/or experience will be considered All qualifications must be met by the time of employment
Knowledge, Skills and Abilities:
Demonstrated ability to establish and maintain effective working relationships with diverse constituencies. Manage and direct a large group of employees. Ability to motivate the work of others. Ability to ensure that all policies, procedures and safety requirements are followed. Ability to communicate effectively both orally and in writing. Ability to maintain appropriate records and submit required documentations/reports to the next level of supervision. Ability to interpret blueprints. Knowledge of sound personnel management practices. Expert knowledge of custodial equipment techniques and procedures. Expert knowledge as it pertains to professional painting projects and various applications. Ability to adhere to WVU purchasing guidelines to as it pertains to obtaining project quotes, selecting vendors and obtaining purchase orders.
