Summary:
Provides
strategic guidance and support to management across a broad range of Human
Resources functions, including talent acquisition, onboarding, employee
engagement, recognition programs, internal communications, training and
development, performance management, and HR analytics.
Principal
Duties and Responsibilities:
Administers and enhances the organization's learning and development programs by managing the annual training calendar, promoting learning opportunities, and facilitating select training sessions and employee development initiatives. Collaborates with organizational leaders to assess development needs, research and implement training solutions, and support management and staff growth.
Compliance training administration, ensuring timely deployment, participation, and completion in accordance with organizational and regulatory requirements.
Responsible for end-to-end recruitment process to attract and secure top talent, ensuring positions are filled efficiently with high-quality candidates. Manages talent sourcing initiatives, job postings, career fairs, candidate screening, interviews, assessments, reference and background checks, and offer negotiation to build strong candidate pipelines and support organizational hiring needs.
Responsible for employee transition activities throughout the employee life cycle including coordinating new hire orientation, managing the onboarding process including guiding managers on their responsibilities. Conducts exit interviews. Analyzes trends and recommends changes to processes and programs to attract, retain and reward a highly qualified, diverse workforce.
Supports performance management activities including annual review processes, leadership talent review preparation (9 box and succession planning), officer goal administration and employee development planning.
Responsible for HR communications including the Bank's intranet. Identifies new or improved communication. Proactively reaches out to colleagues on ideas to improve other HR communication strategy or documents. Collaborates with departments to edit and upload relevant articles.
Administers the Bank's contractor program including coordinating onboarding and offboarding activities, maintaining records, partnering with manager on needs and ensuring the processes are appropriately documented and administered.
Participate in employee engagement activities and committees including employee appreciation events, community outreach initiatives, and other Bank wide programs.
Utilizes HR technology to prepare reports, collect, analyze, and summarize data and trends. Provides data and reporting support for HR Management. Assist in testing, identifying, and recommending changes and enhancements to systems and processes.
Completes, runs audits and distributes cyclical reporting relating to employment such as the key risk indicators (KRI), turnover analysis, time to fill, staffing distribution reports and other reports as assigned.
Partners with the HR Management with internal audit and FHFA exam requests
Maintains a variety of confidential staff files to ensure records are accurately maintained concerning employment, compensation and recruitment. Maintains documentation of procedures related to areas of responsibility.
Performs other duties and completes special projects as assigned.
Minimum Knowledge, Skills and Abilities Required:
Knowledge at a level normally acquired through completion of a bachelor's degree in human resources management or related field of study. PHR and/or CCP certifications desired.
Minimum five years of related Human Resources experience required. Knowledge of Human Resources programs and procedures as they relate to employment, recruitment and general HR responsibilities required.
Knowledge of applicable federal, state and local employment laws relate to areas of responsibility. Working knowledge of procuring work visas and authorizations relating to immigration is preferred.
Excellent verbal and written communications skills including interpersonal skills; ability to handle sensitive and confidential information and continually demonstrate professionalism, tact, and diplomacy.
Ability to work independently, to find and implement solutions to various administrative problems, to prioritize workload.
Mathematical and analytical skills necessary to develop factual reports or summaries through data gathering, interpretation and compilation of results.
Demonstrated proficiency with a personal computer including intermediate level skills in Excel and Word.
Working knowledge of HRIS is highly desired. Experience with ADP, Cornerstone, and Workday preferred.
