Notice of Employment Opportunity SECRETARY - TRACY Application Deadline: 12:00pm on Wednesday, September 2, 2026 Starting Salary (depending on experience, generally at Step I): Salary Grade 5 $60,594.64 MINIMUM QUALIFICATIONS Qualifications:
Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Two (2) to Four (4) years progressively responsible experience in performing a wide variety of complex administrative support work, and/or completion of college level education subjects related to public relations, business/public administration, or journalism. Microsoft Office Suite certification is desirable.

License Requirement:
Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) consecutive years. Abbreviated Job Description:
Under general direction of the Chief Operating Officer, the Secretary performs confidential, complex office and clerical tasks in a support role including secretarial and receptionist duties for multiple members of the management staff. Strong organizational skills needed to organize quickly as well as accurately; set priorities with little guidance; remain calm and tactful in the face of deadlines and rush jobs; be scrupulously discrete and work well with government and legislative officials, Board of Directors, etc.; excellent written and verbal skills with advance knowledge of state-of-the-art computer programs and a wide variety of related administrative activities; performs related work as required.

Examples of duties:
The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of the duties and responsibilities of the classification. Greets consumers in person and as primary operator of telephone system, vehicle gate monitoring and operation, providing a wide range of information or referring to appropriate staff. Assists in maintenance of document management system, performs filing and recordkeeping. Performs a wide variety of clerical, data entry assignments using modern computer word processing, spreadsheet, database programs and computerized maintenance management systems (CMMS). Gathers, prepares, compiles various business and meeting packets. Develop and assist in coordinating various special events such as large meetings, tours, dinners, etc. Performs various out-of-office errands such as mail pick-up/delivery and office supplies; determines priority of and distributes incoming and dispatches outgoing mail. Issues and receives petty cash, prepares basic accounts payable and purchase orders for processing, and performs basic account coding tasks, assists with timesheet preparation. Types letters, reports, bulletins, contracts, and other materials form marginal notes, rough drafts, or verbal instructions. Compiles information on a variety of forms, reviews documents for accuracy, completeness, and conformance to established procedures. Files documents, operates standard office machines, and provides general office support to various departments; schedules and coordinates a variety of departmental and/or outside meetings and functions. Proofreads copy, gathers and organizes a variety of information and material, prepares a variety of reports. Maintains appointment calendar for a manager and other staff as assigned. Coordinate air, hotel and travel arrangements for management staff and other departments. Completes travel per diem payments and reimbursements. Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public. Performs related duties as assigned.

Requires the Knowledge of:
Operations, procedures, policies, operations and precedents of a department or office to which assigned. Office management principles, operations, and procedures. Maintenance of filing methods and recordkeeping systems. Computer systems and software applications related to management support and administrative functions, including word processing and spreadsheet software, Microsoft Office, NetSuite and/or other office management software applications. Computer Maintenance Management Systems concepts. Correct English usage, spelling, grammar, and punctuation. Principles of work coordination. Receptionist and telephone techniques.

Must possess the Ability to:
Apply correct English usage, grammar, spelling, punctuation and arithmetic in performance of daily activities. Effectively represent the Authority with the public and other agencies. Use initiative, organization, and independent judgment in solving problems. Operate a variety of modern office equipment including laptop and desktop computers. Operate Microsoft Office Suite applications at an intermediate level, and other modern day software programs. Maintain good public relations, be scrupulously discrete and confidential, communicate tactfully and effectively. Establish and maintain cooperative working relationships with co-workers, outside agencies and the public. Talk to and interview others to obtain or exchange information. Prepare and organize a variety of information. Perform a variety of office and support assignments with minimal supervision. Maintain strict confidentiality and manage confidential information records. Type at a speed of not less than 50 words per minute, use 10-key pad by touch Perform basic accounts payable/receivable functions and data entry. Comprehend and carry out oral and written instructions, work independently and cooperatively with others. Communicate effectively orally and in writing. Regularly and consistently meet attendance/punctuality requirements.

Typical Physical Activities include, but are not limited to:
Travels frequently by automobile in conducting Authority business. Communicates orally with staff and member agencies in face-to-face, one-to-one, and group settings. Sufficient finger/hand coordination and dexterity to operate and adjust office equipment. Regularly uses a telephone for communication, office equipment such as computer, copiers, and fax machines. Works at a desk and sits for extended time periods. Moderate standing and walking. Work in an office environment, lift and move objects up to 25 pounds such as large binders, books, and small office equipment. Hearing and vision within normal ranges with or without correction.

Environmental Factors include:
Exposure to the sun: 10% or less work time spent outside a building and exposed to the sun. Irregular or extended hours: Occasionally required to change working hour or work overtime.

This organization participates in E-Verify. BENEFITS Holidays: Employees receive eleven (11) paid holidays, including one (1) floating holiday.

Vacation & Medical Leave: Vacation leave is accrued at the rate of 80 hours per year up through year four 4. At year five (5), leave increases to 120 hours per year. At ten (10) years of service, vacation leave is accrued at the rate of 140 hours and at fifteen (15) years of service, vacation leave increases to a maximum of 160 hours per year.
Medical leave accrues at the rate of eight (8) hours per month.

Retirement Benefits:
  • 401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross base annual salary
  • 401(a) Executive Plan: The 401(a) Executive Plan is a Defined Contribution Plan (for exempt employees only) where the employee is required to contribute 5% of your gross base annual salary which is matched by the Water Authority
  • 457 Deferred Compensation Plan: The 457 Deferred Compensation Plan is an optional voluntary plan, that employees can opt to contribute to. This plan offers a Roth option.
  • Upon retirement, a Retirement Health Savings (RHS) Plan is available
The total combined contributions for the 401(a) and the 401(a) Executive plan (for exempt employees only) or the 457 Deferred Compensation Plans by the Authority will amount to a maximum of 18% of your gross base annual salary. All contributions under both plans vest immediately to you. NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits upon retirement. Health Benefits:
Three (3) medical benefit plans are offered:

The Authority contributes 100% of the premium for the employee and 75% for the employee's eligible family members.
