Deputy Project Manager / Business & Governance Lead
Position Overview
- Position Type: Part-Time Consultant / Engagement Leader
- Target Allocation: 10-12 hours/week baseline (Note: Workload scales up heavily during Deliverables 1, 4, 8, 9, 13, and 15, which focus on kickoff stabilization, data quality, governance setup, multi-agency onboarding, roadmap creation, and final project closeout).
- Location: Remote (U.S. Based) with periodic travel to Tallahassee, FL as required.
Chameleon is seeking a Deputy Project Manager / Business & Governance Lead to support the execution of a high-visibility contract with the Florida Office of the Chief Inspector General (OCIG). In this role, you will manage day-to-day operations and lead stakeholder onboarding activities to transition a data analytics platform into an enterprise-ready Decision Intelligence Platform.
This platform will monitor statewide transaction data, abnormal spending patterns, contract vulnerabilities, and fraud/waste/abuse risks across up to 35 state agencies. Because this is a high-visibility, firm-fixed-price (FFP) state government contract, you will maintain dual responsibility as a senior business analyst and assistant project manager, ensuring strict adherence to the project timeline and formal acceptance criteria.
Principal Responsibilities
- Deputy Project Leadership: Provide comprehensive Deputy Project Manager coverage, stepping in for the Project Leader to handle schedule management, milestone tracking, and customer relations.
- Stakeholder Workshop Facilitation: Lead discovery sessions, requirements elicitation, and stakeholder workshops to translate statutory oversight needs into specific platform rules.
- Business Rule Traceability: Establish and maintain a rigorous traceability matrix that connects statutory rules from oversight mandates down to final platform configuration and user acceptance.
- Agency Onboarding Playbooks: Author and execute standardized onboarding playbooks, data-mapping templates, readiness checklists, and training procedures for an initial wave of 8-10 agency Inspector General offices.
- Governance Coordination: Define and coordinate user roles, role-based access control workflows, case-support needs, and data classification procedures with agency program staff.
- Executive Recommendations: Collaborate directly with the Project Leader to synthesize technical analytics findings into evidence-based executive recommendations, dashboards, and briefings.
- Knowledge Transfer & Readiness: Lead the user-side documentation for operational readiness reviews, standard operating procedures, and comprehensive knowledge-transfer packages.
- Tracker Management: Manage project infrastructure, maintaining meticulous records of risks, cross-agency dependencies, critical decisions, action items, and audit-ready test evidence.
Required Qualifications
- Experience Baseline: 10+ years of technology project management, business systems analysis, or enterprise information systems experience.
- Leadership Credentials: PMP certification or a comparable advanced project management credential is required.
- Government Context: Proven experience delivering technology or data-driven projects for local, state, military, or federal government entities.
- Requirement Management: Exceptional facilitation skills with documented experience eliciting, structuring, and documenting complex business rules and data governance policies.
- Process Engineering: Strong background in workflow mapping, data ownership analysis, and modernizing legacy governance procedures.
- QA Validation: Direct experience developing user acceptance testing scripts, configuring test case repositories, and defining quantitative technical acceptance criteria.
- Communication Skill: Demonstrated success translating intricate technical findings, system architectures, or analytics models into high-level executive briefings and recommendations.
- Vetting & Location: Must be a U.S.-based citizen or resident. Must be able to successfully clear an FDLE Level II background screening (including fingerprinting) within 5 business days of contract award.
Strong Preferences
- Prior experience working inside or directly consulting for a government financial, procurement, contract management, grant tracking, or formal audit/oversight agency.
- Proven track record navigating large, multi-agency, or multi-department government stakeholder environments.
- Hands-on experience developing formal data governance operating procedures, user lifecycle guidelines, or data classification standards.
- Experience supporting business intelligence dashboard design or reporting system modernization projects.
- Background creating reusable training materials, operator guides, or formal knowledge-transfer curriculum for government personnel.
