White Pine Innovations is seeking a Contract Manager to support the Defense Security Cooperation University (DSCU) at Wright-Patterson AFB (Dayton), OH. The successful candidate will be highly knowledgeable in customer experience, stakeholder engagement, and program/financial management as well as possess excellent interpersonal and communications skills. Significant experience with and knowledge of the Defense Security Cooperation Agency is highly preferred. Roles and Responsibilities include but are not limited to:
- Lead day-to-day onsite contract execution for DSCU support, ensuring contract scope, schedule, quality standards, deliverables, and client priorities are translated into actionable plans and completed on time.
- Provide oversight and management of onsite, remote, and subcontractor personnel across multiple locations, including work scheduling, tasking, workload balancing, onboarding/offboarding, training coordination, performance issue escalation, and personnel support activities.
- Serve as a primary onsite interface with military and government civilian stakeholders, client supervisors, team leads, senior leadership, WPI leadership, and subcontractor partners to synchronize priorities, resolve issues, track due-outs, and maintain clear communications.
- Monitor overall project, contract, and team performance by implementing quality controls, reviewing work products and deliverables, analyzing program data and operational effectiveness, identifying risks or process gaps, and recommending improvements.
- Lead recurring leadership, team update, and functional-area meetings to align priorities, surface risks/issues, review milestones, confirm near-term plans, and communicate performance or staffing updates to WPI leadership and the client as appropriate.
- Prepare and maintain client-ready status reports, briefings, meeting readouts, action item trackers, decision logs, schedules, and other program documentation with appropriate version control and timely distribution.
- Support continuous improvement and business process re-engineering by documenting lessons learned, identifying sustainable process fixes, and researching tools or automation opportunities that improve efficiency, performance, and mission support.
- Monitor labor hours, staffing status, timesheet compliance, security actions, HR/payroll items, and recognition opportunities, and coordinate timely reporting or escalation to WPI leadership.
Basic Requirements:
- Master's degree in a related field.
- 15+ years of senior leadership experience in or supporting the US government.
- Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation.
- Demonstrated experience leading onsite contract or program execution, managing scope, schedule, quality, deliverables, risks, and issue resolution in a dynamic government support environment.
- Experience supervising or coordinating multidisciplinary personnel across onsite, remote, and subcontractor teams, including workload balancing, onboarding/offboarding support, training coordination, access coordination, and performance concern escalation.
- Strong client-facing communication and stakeholder engagement skills, including the ability to synchronize priorities with government supervisors, functional leads, senior leadership, corporate leadership, and partner organizations.
- Ability to analyze program performance, operational processes, staffing impacts, reports, and deliverables; identify risks, issues, or process gaps; and implement quality controls, lessons learned, and sustainable improvements.
- Experience preparing client-ready status reports, briefings, meeting readouts, action item trackers, decision logs, schedules, and other program documentation.
- Excellent oral, written, and interpersonal communication skills.
- Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency.
Desired Qualifications:
- Substantial experience within the Security Cooperation environment and requisite knowledge of management operations and stakeholders.
- Knowledge of Security Cooperation policies and regulations.
- Project Management Professional Certification.
- Experience supporting DSCU, DSCA, or comparable defense security cooperation training, education, institutional capacity-building, or workforce development missions.
- Experience leading recurring leadership, operational sync, or functional-area meetings to review performance, milestones, staffing, risks, issues, and near-term priorities.
- Experience using process improvement, business process re-engineering, or automation approaches to improve contract performance, reporting accuracy, and team efficiency.
