Summary of position/daily activities:
AEM is seeking a business analyst to ensure the operational efficacy and excellence of the U.S. Department of Education. The business analyst designs and documents workflow, manages and provides solutions to new business unit ideas, trends, and concepts appropriately through the latest technological paths. The business analyst understands the customer's business requirements and business process management and then translates them to particular software requirements.
Key duties include:
- Supporting business development activities through documenting conceptual solutions to customer requirements.
- Identifying and interpreting in-depth business and process requirements in support of multiple organizational units. Working closely with business and IT subject matter experts to document and analyze current state and engineer the future state business processes to propose optimum solutions to address business needs.
- Collecting and analyzing the client's business requirements. Evaluating the requirements through task analysis, interviews, workflow analysis, use cases, scenarios, business process, surveys, site visits and workshops.
- Reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, and distinguishing user requests from the underlying true needs.
- Preparing accurate and detailed requirement specifications documents, user interface guides, report specifications and mock-ups, and functional specification documents. Delivering product's functional requirements like screen, interface, and GUI designs.
- Utilizing experience in using enterprise-wide requirements definition and management systems and methodologies required.
- Documenting the acquired results of analysis and workflows as well as obtaining sign-off from the appropriate client.
- Transferring knowledge of completed requirements to development and test teams. Providing suggestions to the development team during the development stage of product to meet the client's business needs.
- Coordinating with the groups of business unit who test, validate, evaluate new applications and functions, and determine issues in services and software.
- Conducting system testing.
- Managing any change requests related to the working project plans to meet the agreed deadlines.
- Ensuring hiqh quality products and services are delivered on time.

Basic qualifications/experience (the required qualifications which are critical to be considered for the position:
- Minimum Education: Bachelor's degree in Business Administration, Computer Science, or any related field from an accredited institution
- 3-5 years relevant experience as a business analyst
- Candidates must have the ability to work for any employer in the US without sponsorship.
- Ability to obtain a clearance. US citizenship required.

Desired skills/certifications (any additional skills desired but not required to be considered for the position):
- Effective project management skills. Ability to track several projects simultaneously, work as part of a team and to also work independently.
- Advanced skills in MS Word, Outlook, Excel and Visio.
- Excellent verbal and written communication skills.
- Ability to build positive relationships with both client and internal development, test, data management and Partner Support Center teams.
- Ability to make effective decisions under pressure.
- Provide clear, concise writing on technical topics for non-technical audiences.
- Past experience with the U.S. Department of Education, state or district K-12 data collections and/or grants is preferred.
- Agile experience (SCRUM Master) preferred.
- Master's degree in Business Administration or Education Policy is an added advantage.
- Consulting experience and client-facing experience is preferred.
- Current government security or public trust clearance is preferred.
