Job Description
We are seeking a Systems Analyst 3 with 8+ years of experience in Applications/Software Development and strong expertise in PeopleSoft FSCM 9.2 Accounts Receivable and Billing.

The role requires an experienced business analyst who can independently plan and accomplish goals, perform complex tasks, and apply a high degree of creativity and judgment.

Key Responsibilities

• Understand business objectives and problems and identify alternative solutions.
• Perform studies and cost/benefit analysis of alternatives.
• Analyze user requirements, procedures, and business problems to automate processing or improve existing computer systems.
• Confer with personnel from organizational units to analyze current operational procedures, identify problems, and understand specific input and output requirements.
• Define data input, data summarization, and reporting requirements.
• Document detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
• Review computer system capabilities, specifications, and scheduling limitations to determine whether requested programs or changes are feasible.
• Implement PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules.
• Gather and document business and functional requirements.
• Conduct fit-gap analysis with subject matter experts.
• Perform data mapping to legacy systems and third-party interface systems.
• Conduct hands-on end-to-end system integration testing, including third-party interfaces.
• Prepare and maintain project documentation.
• Support training activities.
• Collaborate effectively with a large remote team.
• Perform other project-related duties as required.

Minimum Qualifications

• 8+ years of experience as a Business Analyst with PeopleSoft FSCM 9.2.
• 8+ years of experience as a Business Analyst specifically supporting Accounts Receivable and Billing module implementations.
• 8+ years of experience gathering requirements and conducting fit-gap analysis with subject matter experts.
• 8+ years of experience performing hands-on end-to-end system integration testing with third-party interfaces.
• Experience with Microsoft O365 applications, including Word, Excel, PowerPoint, and Visio.
• Experience working with Microsoft Teams in a large team environment.
• Strong written and verbal communication skills.
• Ability to work effectively with a large remote team.

Preferred Qualifications

• 4+ years of experience working with a public sector organization at the Federal, State, or Local Government level.
• 2+ years of experience working with a State Comptroller of Public Accounts CAPPS Financials system.
• 2+ years of experience with PeopleSoft Approval Workflow Engine (AWE).
• 2+ years of experience with SharePoint.
• 1+ year of experience with Jira.
• 1+ year of experience working with the Scrum framework.
• 1+ year of experience working with STAT.

Additional Information

• This is currently a remote position.
• The position may transition to a hybrid remote/in-office arrangement in the future. Specific office-presence requirements will be communicated at that time.
• Candidates may be required to satisfy criminal background check requirements as authorized by applicable law.

Work Hours:

• Monday-Friday, 8:00 AM-5:00 PM Central Time.
• Occasional off-hours work may be required depending on the project phase.
