NYC DOT is seeking a Deputy Director of Data Systems & Analytics. The ideal candidate is a highly organized, motivated professional with strong technical, analytical, and management skills and a demonstrated ability to lead teams, build innovative data systems, and advance data-driven approaches to transportation planning and analysis. Supporting the agency's goal of ensuring the safe, efficient, and environmentally responsible movement of people and goods across NYC, the incumbent will report to the Director of Counts & Planning Coordination on the Regional & Long-Term Planning (R The Deputy Director will lead NYC DOT's Mobility Data program and supervise two complementary teams focused on Data Systems & Counts Management and Mobility Modeling & Analytics, managing a team of 6+ data professionals. In this role, the Deputy Director will provide strategic direction for the teams and lead efforts to build and manage the systems that make mobility data accessible and usable, while directing analysis and modeling of the movement of people, goods, and vehicles across the city. Working under general supervision with latitude for independent judgment, the deputy will: (1) Lead and Mentor: Lead and develop a team of data professionals, providing strategic direction, mentorship, performance management, and opportunities for professional growth. (2) Build Data Systems: Lead the development and management of data systems and infrastructure that enable accessible data, evidence-based planning, and strategic decision making across NYC DOT, including data governance, catalogs, documentation, open data, data platforms, and analytical workflows. (3) Lead Modeling & Analytical Initiatives: Direct research, modeling, analysis, and visualization of citywide mobility, using a fusion of available and emerging data to understand the movement of people, goods, and vehicles and to support transportation planning, evaluation, and strategic decision making. (4) Manage Contracts & Data Partnerships: Manage the full lifecycle of third-party data contracts and platforms, from procurement through ongoing vendor oversight, and coordinate agency-wide onboarding, training, validation, and effective use of data tools and services. Serve as a primary liaison to NYC DOT's IT and Legal departments on data infrastructure, governance, privacy, and contractual matters. (5) Advance the Mobility Data Program: Provide strategic direction across the Mobility Data portfolio, including oversight of the Data Systems & Counts Management and Mobility Modeling & Analytics teams, federally mandated UPWP core activities, and applied research initiatives. Serve as a cross-functional technical and strategic resource, coordinating data contributions to studies, evaluations, and planning initiatives across the agency. CITY RESEARCH SCIENTIST - 21744 Minimum Qualifications 1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year. Preferred Skills 1.Experience coordinating projects involving transportation or mobility datasets and supporting data-driven planning, operations, or analysis efforts 2.Demonstrated proficiency in data analysis tools such as Python or SQL, GIS platforms such as ArcGIS or QGIS, and/or dashboard development tools such as Power BI or Tableau 3. Experience managing vendor relationships, data service contracts, or third-party data platform procurement and onboarding or Familiarity with federal transportation planning requirements, including UPWP processes, regional emissions conformity, and MPO coordination 4. Experience developing or implementing data governance frameworks, internal data documentation standards, or open data initiatives 5.Strong written and verbal communication skills, with demonstrated ability to present technical findings to non-technical audiences including agency leadership and external partners 6.Education and/or experience which is equivalent to the above.
