Chief of Party (Internal title: Project Director)

Management Sciences for Health (MSH) is seeking a Chief of Party (COP) for an anticipated USAID-funded Malaria Targeted Service Delivery activity in DRC that aims to support a full-package of malaria service delivery activities in Sankuru province, laboratory strengthening for malaria diagnostics across 9 President's Malaria Initiative (PMI) provinces, Therapeutic Efficacy Studies (TES) in 8 provinces (2 of which are PMI-focused and 6 non-PMI-focused), and support to the National Malaria Control Program (NMCP) as well as the provinces. This future activity will support DRC Ministry of Health and NMCP priorities to advance key malaria prevention and treatment activities; complement other donor investments; leverage previous health and other US Government (USG) investments; and build on evidence-based practices to achieve and sustain malaria program outcomes. Thus, the focus will be on supporting the National Malaria Strategy efforts to reduce malaria-disease burden toward the aim of malaria elimination in DRC.

This position is subject to project award and funding.

QUALIFICATIONS

OVERALL RESPONSIBILITIES

The Chief of Party (COP) leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy, in collaboration with respective technical leads; project management; documentation and communication; client and partner relationships, including promotion of strategic partnerships with local organizations; and coordination and synergy with other MSH projects. This accountability includes effective contribution to further MSH's strategy, andprocesses that contribute to fueling MSH's mission.

SPECIFIC RESPONSIBILITIES

1. Project Results:

a. Oversee implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.

b. Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.

c. Safeguard MSH's reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

2. Technical Strategy and Vision:

a. Support development (update and adapt as needed) and execution of project results framework, performance monitoring plan, technical strategy, and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards.

b. Promote the embodiment of locally led development (LLD) principles in the design, implementation and M&E of project strategies and activities.

c. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

3. Project and People Management:

a. Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, organizational policies and Standard Operating Procedures (SOPs), donor and award terms and conditions, national labor laws, and international codes of conduct.

b. Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources; and ensure effective budgeting, financial management, expenditure tracking and reporting.

c. Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

4. Client and other Stakeholder Relationships:

a. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

b. Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.

QUALIFICATIONS

1. MPH, MBA or master's level degree in a related field.

2. At least 10 years of progressively responsible, related experience.

3. Demonstrated subject-matter expertise in Malaria or related, relevant areas, such as health systems strengthening (HSS), MCH, and/or integrated healthcare.

4. Prior experience and success directing similar or larger international donor-funded projects, preferably with USAID.

5. Familiarity with United States Government (USG) regulations and administrative procedures in the implementation of donor assisted projects.

6. Proven record of aligning diverse, multi-level teams with project mission and vision.

7. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

8. Demonstrated leadership and management abilities, including skills in strategic planning and visioning, strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation.

9. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, partners, and donor organizations.

10. Advanced professional proficiency in both English and French.

11. Understanding of the DRC health system, malaria program and local context is preferred.

12. Ability to travel domestically.
