Job Summary:

The Procurement Manager will oversee and optimize our organization's supply of products and services. As the Procurement Manager, you will be responsible for developing and implementing procurement policies and software, leading the purchasing team, and coordinating all purchasing activities. The Procurement manager will help in reducing procurement expenses to enable the organization to invest in growth and personnel development. This individual will report directly to the Vice President of Financial Operations and Compliance. This position is onsite at least two days a week in Boston.

Essential Functions of the Position:




  • Supervise and evaluate the performance of the procurement department's employees.



  • Develop, maintain, and implement procurement policies and procedures.



  • Establish and evaluate purchasing systems, records, forms, and controls.



  • Ensure accurate and compliant solicitation documents, adhering to procurement policies and state regulations.



  • Collaborate with suppliers and internal staff to resolve contractual issues and expedite deliveries.



  • Negotiate contracts and pricing with suppliers as needed.



  • Identify opportunities for standardization and cost reduction, establishing cooperative procurement agreements.



  • Act as a liaison and provide technical expertise to internal and external customers.



  • Conduct research and prepare reports related to procurement activities.



  • Review purchase requisitions for completeness and availability of funds, approving and processing purchase orders.



  • Administer all purchase contracts to ensure compliance with relevant laws, policies, and service expectations.



  • Manage the purchasing card program, including training cardholders and conducting audits for compliance.



  • Analyze key functional metrics to reduce expenses and enhance efficiency.



  • Forecast potential risks through data analysis and prepare control strategies.



  • Implement risk management strategies for supply contracts and agreements.



  • Control spend and foster a culture of long-term cost-saving in procurement.



  • Assist various departments in analyzing operations and identifying procurement needs.



  • Maintain the purchasing software application and vendor list.



  • Conduct all duties in alignment with the organization's core values and department policies.




Job Requirements:




  • Bachelor's degree in supply chain management, economics, business administration, or a related field, with at least five years of Procurement Management experience.



  • Excellent written and verbal communication skills.



  • Proven working experience as a Procurement Manager or Head of Procurement.



  • In-depth knowledge of sourcing and procurement techniques.



  • Proficiency in negotiations and networking.



  • Familiarity with supplier or third-party management software.



  • Strong decision-making abilities and numerical proficiency.



  • Experience in data collection and analysis.



  • Effective leadership capabilities.



  • Strong organizational skills.



  • Committed to excellence, accuracy, and integrity in all tasks.



  • Skilled in negotiation and conflict resolution.



  • Ability to thrive in a fast-paced, pressure-filled environment with multiple priorities.



  • Flexible, open, and adaptable to industry and agency changes.



  • Proactive in problem identification and creative in finding solutions.
