About the Role

Culmen International is hiring a Program Analyst to provide support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) and will be onsite in Springfield, VA.

The Contractor shall support NGA Research's mission to be a premier R&D organization with the unique focus of leading GEOINT research. NGA Research is responsible for performing scientific research and transitioning innovative concepts and capabilities to solve NGA, NSG, Allied System for Geospatial Intelligence (ASG), IC, and DoD hard problems. NGA Research requires support staff who can assist in the day-to-day coordination and data management that support these activities.



What You'll Do in Your New Role

    Coordinate with other national program managers and setup and facilitate technical exchange meetings.
  • Actively communicate with the scientists and project teams, and report the status of all projects in a monthly report provided to the NGA Research International Relations POC.
  • Support the Government lead in the execution of their duties related to the governance of the international Government to Government relationships, including but not limited to support to senior/executive meetings, preparation of read-ahead materials, the drafting of briefings or papers, international travel, and occasional
    non-standard work hours to attend meetings across several time zones.
  • Maintain cognizance of current status of technical projects being planned and executed across NGA Research to enable greater coordination and facilitation of joint and cooperative projects with international partners.
  • Ensure Government personnel are aware of DoD and IC policies related to international cooperation, acquisition, disclosure & release, and technology transfer.
  • Assist Technical Office Directors and Pods in forecasting, tracking, and updating the commitments, obligations, and expenditure data of RDT&E and O&M funding for prior fiscal year and current fiscal year office budget reviews.
  • Provide program review support including support to annual Pod reviews and
    quarterly program reviews.
  • Assist in the preparation of the Program Build and CBJB/IPBS descriptions. This includes updating the spreadsheets that track financial changes, as well compiling and reviewing program manager (PM) input for coherence and adherence to the guidance, and inputting all required documentation and numbers into budget software tools.
  • Employ knowledge of RDT&E budget activity codes and policies concerning two year funding to assist Research in planning, programming, and budgeting activities.
  • Generate custom ad hoc financial reports to provide data for presentations, meetings, briefings, suspenses, and any other requirements needing financial data.
  • Develop and maintain a comprehensive picture of the threats to NGA Research programs.
  • Assist in the identification of potential program vulnerabilities that could be exploited.
  • Assess the impact of losing NGA R&D information.
  • Perform overall security risk assessment for NGA's research efforts.
  • Provide pros and cons associated with proposed risk mitigation options.
  • Attend staff meetings, technical reviews, working groups, kick-offs, VTCs/telecoms, management reviews, etc.


Required Qualifications

  • Active Top Secret clearance
  • Bachelor's degree (technical) or 36 credit hours in technical curriculum
  • 15 years experience - Senior; 10 yrs experience - Mid-level; 5 yrs experience - Junior-level
  • Willing to sit for CI-Poly

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $122,000 - $135,200 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
